Nokia Normandy -- a low-end Android phone?

Few days ago @evleaks tweeted a photo showing a phone codenamed 'Nokia Normandy'. Before that tweet, @evleaks also tweeted 'Nokia Normandy is a missing link'. And now, The Verge has reported that this will be a low-end Android device. They said that the Normandy will run a 'forked' Android, it means that no Google Play Store or Google services on it (like Amazon Kindle do). Some said that this phone will compatible with popular Android apps like Skype.
